The British colonial government lacked the political will to curb corruption.  Corruption was made illegal in 1871 when the Penal Code was enacted.  The British colonial government ignored findings of 1879 and 1886 Commissions of Inquiry that police corruption was a serious problem in Singapore.  The first anti-corruption law, the Prevention of Corruption Ordinance (POCO), was enacted in December 1937, 66 years later.
